Ladies and Gentlemen,
A state cannot be made responsible for criminals living within its borders... Criminals live in every country and the state has to chase them...
At the same time the people of a country cannot be made responsible for if the state goes criminal... The people of a country don''t have so much influence on the state, not even in a democratic country - because of practical reasons...
